The family moved to Morgan shortly after Charlie was born. He was a 1967 graduate of Morgan High School. He remained close friends to this day with his fellow classmates Patricia McAninch, Larry Holt, Glen Wayne Caughron and Thomas Oliver, Sr. During high school he was known for helping implement desegregation by always escorting and protecting his dear friend Thomas Oliver, Sr. . After completing the DPS Academy Charlie was assigned to the southern border and was stationed out of Freer, Texas. He was then promoted to be in charge of the DPS drug task force in Teague, Texas and later onto Hamilton, Texas as a Senior State Trooper partnering with Randy Mills. During his time in Bosque County as a DPS officer he got to work with Jay Sparkman and Mike Mabry who he thought a lot of and respected. He retired in 1999 from DPS to run his campaign for becoming the next Bosque County Sherriff. In 2001 he was elected Bosque County Sherriff and remained in that position until December 31, 2008.
